BOLD tools are expressions of the framework. They support discovery, relationship visibility, activation, reporting, and follow-through. They are not a replacement for local leadership, judgment, authority, or trust.

The Community Discovery Engine helps a user start with visible geography, sectors, and authoritative source data. It can support the first BOLD activity: Discover. From there, the work moves toward relationship paths, local verification, first useful calls, and activation.
The download/export affordance should be explained as a starting artifact, not the finish line. A downloaded file can help a local team review what is visible, identify what is missing, and prepare for relationship discovery with people who know the community.

Measurement belongs inside the work.
The Community Dashboard is the friendlier operational concept for tracking organizations, obligations, relationships, programs, exercises, and progress. It should help participants answer: where am I, who is nearby, what relationships exist, what relationships are missing, and what should happen next?
Public pages should label tools clearly as public, pilot, internal, or conceptual when those statuses are approved.
Appropriate use
A tool can reveal a starting point. People do the activation.
Relationships need verification
Geographic proximity can suggest a useful question. It does not prove that a relationship exists.
Security matters
Public tools should not expose internal endpoints, sensitive records, security details, or protected operational data.
Outputs
Downloads should move a team toward action.
A download can become a review packet, local verification list, relationship-discovery worksheet, or first-meeting artifact. The important question is not "Did we export the data?" It is "What relationship did this help us understand or build next?"
