Before communities can act together, they need shared language and known roles.
Prepare aligns the work that already exists: plans, roles, notification practices, continuity, public information habits, local responsibilities, and the methods communities already trust.
School safety origin
SRP and SRM are activation vectors.
The Standard Response Protocol and Standard Reunification Method give communities practical language and methods for school-based incidents and accountable reunification. BOLD uses those practices as real work around which relationships can form.
Shared responsibility
Prepared does not mean centralized.
Preparation clarifies responsibility across schools, districts, responders, emergency management, health, care providers, trusted messengers, and local leadership.
Whole Community
Formal agencies are necessary but insufficient.
Preparation includes care providers, family-serving organizations, trusted messengers, local leaders, and partners who may become essential when a plan meets real stress.
Roles
People need to know who owns what before the moment arrives.
Obligations
Authority, policy, law, practice, and care obligations should be visible.
